Expanded Free School Meals Legislation: Stop Rising Waste Volumes from Eating Your Budget
15/04/2026
The UK Government’s expansion of free school meal eligibility is set to bring hot meals to an estimated 500,000 additional children across England’s education sector.
What is the legislation?
From September 2026, all children in households receiving Universal Credit will become entitled to free school meals, significantly increasing the number of pupils accessing daily school lunches. The change represents a major step forward for families, but it also introduces new operational challenges for educational establishments.
With the rollout, meal volumes are expected to rise considerably. This increase naturally leads to more food waste, both from kitchen preparation and plate leftovers.
For education sites already working within tight budgets and limited storage space, these higher waste volumes may result in overweight bins, additional collection requirements, or avoidable increases in costs not prepared in advance.
How to manage the change effectively
To manage the change effectively, education providers should assess how food waste is handled and separated across their sites:
- Food waste must be segregated properly to keep it out of general waste and to ensure it is collected through appropriate recycling routes such as anaerobic digestion. (Now even more vital with the current Simpler Recycling regulations)
- Dining hall and classroom waste streams should be reviewed, ensuring food is clearly separated from other waste streams.
- Kitchen teams may need to adapt meal planning and production, reducing over‑portioning and preventing unnecessary leftovers.
- Packaging increase: The increase will generate significantly more plastic, metal, and card, making it essential to manage your Dry Mixed Recycling (DMR).
